Under sink piping

    I've got two plumbing questions regarding my fixer-upper. The valve is for stopping mains water. Plastic going right is sink/washing machine. Copper in wall is for outside tap. And black plastic goes up to the attic cold water tank. And im assuming the black pipe to the right goes to the oil boiler outside.

    First question is, apart from the corrosion, is this pipe work up to today's standards?

    And second question is about the capped off pipe just under the shut off valve(you can only see the cap in the pic). Its the same type of plastic pipe as the mains pipe, its capped off, and it goes into the ground. Could this also be mains pipe? Or the only way for me to find out is to loosen the cap and see if water is coming out?

    The only dodgy thing that I see there is the packed newspaper in the hole. While the rest is slightly messy, it's as functional as you need.

    I'd remove the paper and pack it with something more suitable and fit some pipe clips as it looks like it's all supported by the pipe for the external tap!

    Fair enough. I'd say whoever used the paper did it so they had backing for whatever they used on the exterior to fill the hole and never bothered with doing the inside part

    Possible the capped off supply was from a well which was replaced with mains.

    Can confirm that there was no water in the pipe and it must of been used for something else before.
