If a club has deemed the end of Winter Rules i.e. play as it lies everywhere, can match participants decide to continue placing if they so wish?

Thought I read somewhere before that you can't, but I could be wrong!!!

If you place it against the rules of the competition - you are disqualified

I suppose what I'm asking is, can both teams in a match decide to ignore the local rule which says 'no placing'?

    (1) Deciding Issues by Agreement. During a round, the players in a match may agree how to decide a Rules issue:

    • The agreed outcome is conclusive even if it turns out to have been wrong under the Rules, so long as the players did not agree to ignore any Rule or penalty they knew applied (see Rule 1.3b(1)).
    • But if a referee is assigned to the match, the referee must rule on any issue that comes to their attention in time (see Rule 20.1b(2)) and the players must follow that ruling.

But they cannot ignore the competition rules as set out by the Committee.

Exactly, as the rule says, referring to 1.3 (b)
