In a game, if a player touches his king, who is not in check, as if to move it, but then realises it cant be moved as it would be moved into check, what is the outcome of this scenario?

If the king has no legal moves then they just move another piece.

that's what I thought should happen but in my 10 year old daughter's competition he put it down as a loss

Did she move the king into check? In some scenarios if you play an illegal move it's a loss.
