I am wondering why isn't her name on it, when she owns the property.

It's now causing an issue getting on the council housing list as they see it as me owning the property now. It's very confusing.

How long ago did you get the LPT bill? Have you told Revenue you do not own the property ?

This just did not happen if the council are acting on the Revenue information.

Have you a registered tenancy agreement and proof of rent paid to show you are not the owner?

The property may not be registered so the council thinks you own it send em copy of your rent receipts or rent book first page with landlord s name
