Clontarf seafront questions

    I've walked along the Clontarf seafront many times and the section in front of the shops up to the wooden bridge has that wall with holes along the top. I don't recall there being a fence along there but I presume those are fencing holes? Anyone remember?

    Also, there appear to be flood barrier slots at varying stages along the front (a slot in the wall and one opposite)…but these always puzzled me as they appear to work by stopping the water flowing along the front rather than in towards the shops / housing. Was that their original intent?
