Resident in NI but currently working in ROI - Hip Replacement Surgery

I have a question for anyone who may have information. A family member has just been informed they are needing a hip replacement and have decided to go private in NI for this procedure. They currently live in NI but work in ROI and has worked in ROI 20+ years. They do not have private health insurance in ROI through employer. My question is - if they are paying tax in ROI, should they be able to claim a % of the procedure cost back when carried out in NI? Aware that CBD is no longer applicable since 2021. Any advice on this is greatly appreciated. Thanks.

If they are ordinarily resident in UK, they are entitled to NHS - enquire in North

In recognition of the residency based health systems of the UK and Ireland, the MOU sets out reciprocal healthcare arrangements that will apply to residents of the UK and Ireland. Following the agreement of the EU-UK Trade and Cooperation Agreement, the UK and Ireland will review the terms of the MOU to clarify the interaction with the EU agreement. This will ensure that all people covered by the MOU, can continue to access healthcare.
