Why is it that 16 degrees Celsius on a summer’s day feels nice, while 16 degrees inside in winter is quite cold. (22/23 degrees inside is consider desirable?

People tend to wear more clothing when they're outside. You wouldn't really be walking around your house in a jacket.

Infrared radiation. "16°C outside" is a notional concept, generally referring to 16°C in the shade with no wind chill. When you're outside, even if it's not sunny, you'll be getting a dose of temperature-raising infrared radiation on your exposed skin, and if there is any sun, you could be experiencing a real temperature in the 20s. Breezes can be warm, too, depending on where they come from.

FWIW, I generally keep my house at around 16°C from October to May. No reason to have it any higher than that for the most part :-)

Sit on a bench outside for a couple of hours. You will feel the cold, like you would in a cold house watching TV. Moving around makes all the difference inside or out.

I pay no mind to it, generally I’m wearing a tshirt and hoodie indoors in the winter or a sweatshirt. If I get cold the heating goes on… place reaches a set temperature it goes off, usually about 21°…automatically back on again if too cold.

I tend to feel the cold a bit so I’ve a good collection of nice quality winter coats / jackets / body warmers…. If someone tried to half inch my Carhartt arctic parka they’d better have a sound getaway plan and probably life insurance. It’s the most incredible item of clothing I’ve ever owned.

Keep on rambling celtically, because you are right.

It is -16c where I am today, and if the sun is out, it feels much warmer than that, never mind the windchill factor. It can be fiercely cold but the sun in your face or back warms you up a bit.
