Can a mod moderate in any thread or do they have to remain in their category.

A moderator is a regular poster in any forum outside the one(s) they moderate so no, a moderator should not be acting in a mod capacity outside their designated forum.

A category moderator can act as a moderator in any forum within their category (but typically don't as we try to leave it to local mods to manage their forum, so Cat Mods usually only act if there are no local mods around)
