Biggest thing is that nvidia and AMD are expected to announce their new cards at CES in 2 weeks time so I wouldn't like to be buying any gpu higher then an Intel B580 right now.

The 7900X3D is a niche choice that rarely makes sense, you don't say what they want the PC for though so hard to say if it's valid for them or what the best choice for them might be. Depending on the graphics card situation they might find themselves with a lot more wiggle room in their budget.

The Dark Rock is pricey compared to a Phantom Spirit.

While X3D helps alleviate ram speed issues I'd be loathe not to just get 6000CL30 anyway, 5200 is slow but CL40 at 5200 is really slow (15.4ns Vs 10ns for 6000CL30).

Again the devil is in the detail of what they want the PC for but the Samsung SSD is another expensive choice and I'd say it's rarely the best choice Vs a much cheaper premium gen 4 ssd (Fury Renegade stands out where I'm looking saving 80ish) or just going to whole hog with a gen 5 drive.
