Failed NCT low idle emissions - high idle

Just failed NCT today on 08 opel Corsa 1l petrol. Low idle co 2.35 % and high idle 0.26%. lambda passed. I had thought that the throttle might be sticking but got by with it as it was intermittent. Could this be difficult problem to identify or it likely to be just the catalytic converter ? Thanks in advance
