I am a permanent resident in an EU country. Is it possible to open an Irish bank account to receive an Irish pension?

Do any of the banks allow this?

If you're entitled to an Irish pension you shouldn't need an Irish bank account if you already have an existing EU bank account. IBAN discrimination is not allowed under SEPA rules.
