Waste pipe blocked with brick

Pls see picture. There is a brick jammed in our waste outlet where our waste goes out to the street. I can feel it with my hands just behind where the foam is in picture, but it’s lodged firmly & I cannot move it. When we had a previous blockage cleared I asked drain guy what the covered pipe above it is & he said it was an expansion chamber for blockage clearing. Does anyone know how this cover comes off as I think if I can get to the brick from above it I can likely remove it. Thanks

Is this on a slight downward gradient?
The upper pipe is probably part of a dropped manhole arrangement.

Is the upper pipe blocked up? I don’t understand why it would be.

If you google dropped manhole, you will see the likely pipe arrangement.

yes it’s on a downward gradient - driveway slopes down to the path & this shore is 100cm from outside path. Upper pipe is blocked up. Will check dropped manhole thanks
