UPS customs charges

I paid customs on an order from the UK back in March of this year. UPS processed the charges and duly delivered the items. I then received a follow up charge from USP in July for an additional excise tax and a customs adjustment. I have disputed these additional charges via email, but it's slow going with UPS. My question is, can they legally apply these retrospective changes several months after the initial fees were paid?

Are the additional charges correctly applied? You mention additional excise duty. Can we assume that it wasn't included in the first charge earlier this year.

Thanks for the reply. I've asked them for a breakdown of the initial charge. I'm guessing it was both excise duty and customs, as they plan on refunding me for the initial charge. So, it seems like they, or the vendor miscalculated the initial fees.
