    I see most users have a profile picture but some don't. Is there a picture/no picture toggle?

    No, if you've no avatar set, a random one of the smiley series is applied instead.

    What happens when you see no avatar, is that the first post to start a thread isn't displayed with one, but subsequent posts y the same user will show the avatar on them.

    As you can see, you've no avatar showing, but if you reply to this, one should show.
