Question about toilet flush

The flush on the toilet isn't working as well as it should. The main problem is it doesn't flush when handle is pushed. Now I sussed out that the handle isn't going the full way back up after flushes. So if I'm going to flush the loo, first I must pause and lift the handle up and then push down and it flushes as normal.

May I ask what is causing this please? Someone said the ballcock and valve need replacing. Would this be right? And if so would it be a DIY job or would I need to get a plumber?

Many thanks! (Need to get this fixed before things get messy as I'd say the flush is going to go completely at some point)

from experience, better (and cheaper) to replace the whole thing. There is no guarantee issue will not reoccur if you just fix the flush. You can get a decent closet for under 300

If the handle isn't going back up then it could either be the spring in the siphon unit or just a sticky handle.

You can test the spring by taking the lid off the toilet and pulling on the hook that connects to the lever arm off the handle. It'll be more obvious if you can stop the cistern filling after you flush it - hold the ball up if there is one or turn off the water.

You should feel some resistance going up and the hook should pull back into position.

It'll give you a idea what's wrong perhaps.
