Commencement Notice Query

    A client of mine has recently purchased a three-storey building. The building is vacant but was most recently in use as offices. It is intended to convert the building to residential use as a single dwelling. The works will not involve any material alterations to the external appearance of the building and are exempt from planning permission as they comply with S.I. No. 30/2018 of the Planning and Development Act (Amendment) Regulations 2018 and S.I. No. 75/2022 of the Planning and Development Act (Exempted Development) Regulations 2022. The works are also exempt from requiring a Fire Cert (as they relate to a single dwelling). The works are due to commence shortly. As far as I can determine a Commencement Notice is not required. Does anyone know if I am correct? Many thanks.
