I've moved to a new Samsung phone and I recall I had this issue in the previous one, but forget how I resolved it.

When mobile data is turned off some apps like Google Play Services still use mobile data when the Wifi connection is down.

    How do I disable this?

how do you know they are?

Do you have "mobile data only apps" enabled

This seems to be a similar problem.

    I turned that off.

There was some option somewhere where you could dictate which apps can use mobile data...don't remember where. Android is so huge now everything is hidden away or moved around under several layers of menus

So my monthly credit ran out and I decided to see if turning on Data Saver and then I disabled all apps that can use data even when Data Saver is on, to see if it would start charging me for data.

I then had to set up a custom routine on my Samsung phone to automatically enable Data Saver when Mobile Data is turned off.

Seems to have done the trick.

Very handy when abroad and using a new SIM where you want to be in control of the data usage.
