Graffiti in town

I was driving down the quay past Sober Lane heading towards the cathedral and the amount of graffiti that is now on buildings around the place is very noticeable. And it's bad graffiti too, just crappy name tags (looking at you Swfty).

Is there nothing that can be done to impress on building owners that they need to keep some sense of cleanliness on their buildings? Or is this just another thing the council will fail to do anything about?

I know that graffiti is not the worst thing in the world, but it just shows the general lack of care that owners of buildings in town have for their premises that they don't get it cleaned up.
