Average temperatures

    This is probably a stupid question but I'll ask anyway.

    When forecasters refer to above or below average temperatures for the time of year, what is the average based on? What I mean is, is it the average over the past 10 or 20 or 30 years, or since records began. Does the average therefore change every year?
