Repairing a flat concrete roof on garage roof or replacing and extend

    Hi, My garage roof at the side of the house is a flat concrete roof about 60-70 years old. It leaks I have tried water proof it by placing a water proof membrane on top. Didn't work so added water proof sealant on top of that and internally also painting it with water proof liquid.

    Still leaks and the issue seems to be the neighbours roof also as a leak and the water travels internally within the concrete roof and the shared wall also seeps water. I only saw the inside of the neighbour's garage once during heavy rain and it was pouring water in. The tenants of the house showed me and I let the landlord know it was dripping water all over the fuse-board with a sheet of metal over it to try and get the water to not drip directly on! He then did the same membrane action I did first but it made little to no difference on my side.

    I am trying to figure out what is the best solution.

    1. Is there a way to tank the whole garage roof to be water proof without involving the the neighbour?

    2) The other option is to take the roof down and higher it for later conversion to a room. Think this will require planing as it would be about half a metre

    3) Replace the roof as option 2 and also extent along the side of the house and extend the old kitchen at the same time.

    The garage roof is roughly 4m*2.5m the extension roof would be the same. The house is externally insulated so it maybe awkward to do it as a lean-to so likely an A frame roof required.

    Just looking for some ideas of cost and best approach. Planning application I can sort myself
