I’ve an outdoor socket that works ok with Lamps and a 2KW car charger. But from some Reason laptop chargers won’t work.
    The polarity is correct.
any thoughts? Might voltage drop be an issue, or a bad earth or something else?

    Nothing i can think of

A fault loop test confirms earthing .

VD can be checked by plugging in a high-drain appliance and measuring voltage at outlet

Don't see how either of above would affect laptop charging

Laptops are designed to leak a tiny amount of current to earth, although I'm unsure if the absence of an effective earth would prevent charging. I believe some monitor for its presence, but I'm not certain. Does the charger plug have a metal earth pin or just the plastic type often seen on plugs for double insulated appliances?

Some appliances and lighting would have a functional earth forming part of the circuitry afaik and then others will simply leak current to earth

I would have assumed laptop charging was 2-wire ?

Earth fault loop test is standard socket earthing check .

You could prove it with a lows ohms tester also
