Entering a dual carriageway with bus lane. Can you merge onto bus lane?

There's a left in left out junction by the Pavillions SC at the Swords bypass (dual carriageway with bus lane) in North Dublin. Assuming the bus lane is 24 hours, when joining the DC, are you allowed to use the bus lane briefly for a distance to merge/build up speed so that you can join the DC at the prevailing traffic speed? Or must you wait until both the bus lane and the inner/left driving lane have a sufficient gap in traffic to cross the bus lane immediately and enter the inner(slow) lane of traffic as opposed to on ramp style merging? Streetview reference below.

    Appreciate the clarification.

    You need to wait.

Interestingly, looking at Google maps, in theory you cant drive through that bus lane. It's a solid white line with no broken lines for crossing lanes to merge with the DC

You have to wait, if the bus lane is in operational hours.

If you're doing a driving test, you can't drive in the bus lane, otherwise use common sense when trying to merge.

You're right. And since it's a 24 hour bus lane, you'd have to wait there forever.
