Sealing render prior to painting - any point?

    We've have had long-term issues with water getting into the hallway of a basement apartment. It gets in in one corner just below the ceiling.

    We have just had the steps leading up to the upstairs apartments re-tiled and the sides of the steps re-rendered above and around the hall-door of our apartment. Hopefully, the new render puts an end to the water issue.

    The render will be painted.

    What I'm wondering is this; is there any point in sealing the render before painting it? If so, what should I use?

    Any other advice?
