Contemplating refurbing a rural house and changing the inside only for multiple occupancy.

No external changes but no shared areas, duplicate kitchens, showers etc

Plenty of space for parking in front and behind.

Do I have to let anyone know of my intentions ?

    Maybe your insurance company.

Would you not need planning permission to change it to a multi occupancy dwelling. I would guess there are requirements for fire exits etc.

Your services suppliers will also need to install individual meters etc. You may be required to upgrade your sewage system.

Changing a single-family dwelling to multiple self-contained units would require change of use planning permission.

generally they aren't self contained units like a true apartment. There will be some element of common area. Very much normal setup in U.K. and will be here too.

Still lots to figure out like bill management, insurance

Each kitchen counts as a dwelling. You may also find the council looking at intensification of use. There is also the issue of the RTB.
