Tesco TCL 40SE - locked or unlocked?

Looking at a phone for the young lad that's reasonably good but on the cheaper end of the scale. Tesco have the TCL 40SE on prepay offer at the moment. Anyone know if this is locked to the Tesco mobile network? Thanks in advance.
