Boiler House Internal Ceiling question

We have an external boiler house, but I have noticed over the last couple of years , that a coating of dust is falling gradually from the ceiling covering the boiler and surrounds. The ceiling is concrete and my thought is that I need to seal the ceiling to stop the dust from falling?

Can anyone advise if I may be on the right track here and if so recommend some stuff I could use as the sealant?

    thanks
