Fuel Allowance Means Test

I have a question about the fuel allowance means test: Is the €20,000 disregard the same as or in addition to your assessable income limit (personal rate + €200)?

Basically what I'm asking is, say you had €35,000 in savings. You disregard the first €20,000 and then assess the €15,000 left which is €10,000 @ €1 per €1000 and €5000 @ €2 per €1000 = €20

Can you then put this against the €200 or has this been 'used up' by the first €20,000 in savings?

There's no additional income besides social welfare payment in this scenario.
