What if more land was reclaimed in Dublin?

Below is a map of the initial proposal for land reclamation at East/North Wall dating from 1717. The bottom part was completed as we know today while the top was not. All of the land from the current Port Tunnel slip road to roughly Castle Avenue in Clontarf. Red indicates land filled in. The Tolka would be channeled into the bay via a new canal.

How would this have affected the development of Dublin? Would the area have eventually been zoned for high-density housing? Would Dublin Port still be located where it is? Would Dublin have spread out as much geographically if that area had provided sufficient accommodation (Coolock or Tallaght not built for example)?
