    Does anyone know at what stage a department can refuse to release a staff member for secondment?


    Basically I’ve a staff member who wants to take up a secondment to broaden their experience. I’ve no issue with it and signed off on the declaration although highlighted that we’d need a replacement, they sent it to HR and they signed off on it. Staff member went through the process and got the position, now there’s rumblings from HR that they might not be able to release them which the staff member obviously isn’t happy about. Are they able to stop it at this stage, or should they have done it before signing the releasability declaration?
