Speed limit for Learner Drivers?

Just a quick question but what is the speed limit for Learner Drivers on an ordinary N road where it is normally 100kmph? I was looking through the Rules of the Road earlier and for the life of me I couldn't see it anywhere.

There is no Speed Limit for Learner drivers.

They cannot drive on Motorways, and are subject to lower alcohol limits though.

I can never remember anything about this.

Newly qualified drivers in Nothern Ireland have a 45mph speed limit for the first year.

Maybe I'm missing something but that seems like a very bad idea - It's not as though there are "learner lanes", they'll still be interacting with "regular" traffic.

Forcing them to drive slower would only lead to other problems.

Some countries have such a rule, but not here. It does seem a bit stupid to have them going slower than everyone else on the same roads.
