Swollen teats onn a heifer

Hi I noticed a heifer today with swollen teats. All 4 of them. Sore to the touch. She is 12 months old and in Heat today too. Got an anti inflammatory of the vet and rubbed cheno into the udder. Vet reckons she got hurt while rising on another animal or its because she is in heat. Anyone have this issue
