Falling out with builder (Certificate of completion)

    We have just completed a new build dwelling house but have had a falling out with the builder.

    Does anyone know if i need him to sign the certificate of completion? Or is it enough that my engineer signs it and then the surveyor comes out and values the house and signs off on it?
