Is there away of finding out if someone made a last will and testament. We believe our uncle did but hes not with it anymore. Is it on public database?

If he's still alive, no. The only people who know about any will he may have made are him, the solicitor (if any) who drafted it for him, the two people who witnessed him executing it and anyone he may have told about it. He should have told whoever is nominated as executor in the will, because it's customary (and common sense) to ask for someone's agreement before nominating them for what is quite an onerous task, but he may not have done so.

Nothing is done about registering, filing, recording, etc a will in any public forum until the occasion for giving effect to it arises — i.e. until the testator has died.
