One off housing rules County Galway

Outside of the main urban areas in Galway is rhe whole county covered by the local housing needs rule ? Do you have to be from the area in order to get planning ? If not where can I find a map to see if there are areas where one off housing is permitted by none locals. Ideally the closest to Galway city
