Have I committed an offence?

A man was parked in a disabled bay in an adapted van. He forgot to display his blue permit.

    He got clamped.

I saw the clamper (from a distance) applying the clamp and refusing to budge even though he saw the man approaching wheeling his son over.

After the clamper left, I gave the man a hacksaw I had in my boot that I previously used to cut some bushes in my mam’s garden and told him how to cut it off (which he did).

It went through the chain like butter. I watched him start it but walked away.

I saw the discarded clamp later on.

Am I guilty under the criminal damage act?

Can the clamper take a civil case and would this be 10’s of thousands?
