Leinster Council normally puts tickets for Leinster Championship matches out about two weeks before the first fixture.

For something like the group stages of the senior hurling or any of the underage championships, tickets for all group games tend to be released at the same time, or at least as soon as the venue and time for each individual match is confirmed.

Obviously, if a fixture isn't known yet (e.g. Dublin v winners of Longford & Meath in a football quarter-final this year), then the tickets can't be released until the fixture is actually known.

Can't speak for what other provincial councils do.
