Can anyone tell me how to fix the part sticking out. It's 07 Fiesta over the back wheel. How to get it back in

That's your rear bumper, usually screwed in place, screws are missing obviously. Could try line it up and put a self tapper through from the wheel well Into the flat end of the bumper

Thanks. I don't see anywhere screw could go. What size of self tapper? Would it not come through to the outside?

The below video should be helpful. You might have to remove the wheel arch liner, or possibly the full bumper to give the correct access.

But if you're not confident in that, it might be to drop it into a mechanic who should be able to improve the look of it for an hours labour or so.

I got it back in place. What can I fill it with, there seems to be layers and the top one broke off

Fixing swell over time and pushes the bumper out, you'll need to take it off and replace the fixing.
