Uisce Éireann ( Irish Water ) - Civil Service or Private Sector?

Uisce Éireann will be recruiting many internal positions this year but I'm not sure if these are civil service or private sector roles. Can anyone clarify if working directly for Uisce Éireann, Are you working as a civil servant?

It's a commercial semi-state, so you wouldn't be a civil servant.
