Cao prioritisation

My son is wondering about his Cao choices. He is under the impression that cao choices are prioritised i.e. the course he really wants is international business but he knows that he wont have enough points. He has put down ordinary business as his first choice. His reasoning is that,

if 80 students reach, say 350 points the cut off point for intake to the ordinary business course and the max intake is 70 students then the 70 eligible will be decided on order of the preference that they listed the ordinary course. In other words the ones that put it as No 1 on their list will be prioritised.

Can anyone throw some light on this subject, Thanks.

Random allocation based on a number generated when you apply is used for applicants on equal points.
