Is this a good idea? Or not?

it’s probably a cheaper option short term to raise up the bed- but am I compromising plants and bulbs by having a 3-4 inch layer of chip bark before soil and fertiliser?

    Thoughts welcome

Only to the extent that it will rot down and leave you with your fill level - and therefore your plants - lower than you anticipated.
