Buying from NI - is service history enough to prove its been in NI before Jan. '21?

    Looking at a bike from a dealer in the north but am wondering about VRT and possible VAT/customs that I could end up getting stuck with. It was originally registered in England but has been in the north since before January '21, however the log book only has a record of the most recent owner that acquired it, which was from Dec' 2023 (dealer explained person bought, wasn't for them and traded in again).  The dealer has service history records dating back as far as 2017 and every year since then but is recorded against the English reg number.  Will the service records be enough to proved the bike has been in NI before Jan '21?
