Is it normal to be charged for a quotation?

We are looking to get work done and we have planning approved and architect plans.

I sent our plans to a company and they got to me looking for €800 + VAT to quote it.

Struggling to get builders out to have a look at the job, building a 2nd floor on a bungalow.

Is this charging for quoted the norm now?

Not the norm but some builders do charge (and will deduct if they get the job). Always conscious when asking builders to price work that it costs them money.
