I can get this delivered to N Ireland (£15 extra) https://www.palicomp.co.uk/amd_best_buy The super gfx and ram upgrade are in the promotion section. Good PC for Steam VR? Would I need to add anything for cooling? Thanks.

Can't tell what cooler they're including, but it's going to be junky.
You can pick up a cheap Thermalright and install it yourself, e.g. Assassin Spirit 120 V2 PLUS. If you're not comfortable with that, I'd spring for the DeepCool AG300 or AG400 option.
