Floor level windows

    Has anyone heard of issues with floor level windows? Builder advises against, and keeping them up a course of blocks, as his theory is some moisture will get blocked at the bottom behind the windows, but if there is a cavity underneath them then this isn't an issue. Now i could have this theory arseways but he is fairly adamant against it. Engineer backs him up.

    Just wondering if anyone has came across this and if keeping them up a 4inch soap block is an option instead of the 215mm normal block....?
