Has anyone ever seen the bandstand on the East Pier in Dun Laoghaire in use?

Or the bandstand in Blackrock park or St. Stephens Green or any of them in Dublin? Does anyone know why they aren't in use and who would be in charge/organise something like that? Or if you know anything else interesting about them that would be great!

My father was a member of a brass band and played at most, if not all of those locations. I also remember Howth and Bray. As kids, we were brought out on Sunday afternoons wherever the band were playing.
