Taxation and a new small business

Revenue site is always a struggle for me to navigate and my question is hopefully a simple one. My wife has started a new small business and prior to launching we have spent quite a lot on erecting a building and kitting the business out. This work started around April 2022 and continued through all of 2023. If she registers from 1st Jan 2024 can the expense be offset against her income? Is there any benefit of registering as starting during 2023 in regards to this?
