Wondering what does the engineer signing off involve. Like it seems that once a stage of the build is complete that they come out and inspect the works. But what happens then? Do they sign something to say work is done OK...? Does an email suffice?

They'll usually inspect at certain stages of the work, issue an email or similar regarding any issues or items noted which need to be addressed, then at the end of the project they'll sign and issue a cert that they inspected at stages during the works and in their opinion the works are in compliance with the applicable regulations.

Depending on what it is they're signing off, they may also do stage payment certs for the bank so the money can be drawn down in stages for contractor payments.
