    Is a RECI approval signoff only a piece of paper or is it entered on a register where you can check the address without the piece of paper?

    No.

    Besides, RECI have effectively been replaced.

    The REC should provide you with a completion certificate. This is a legal document that should show that the completed works have been tested and meet the required standards. That’s probably what you are thinking of.
