VAT for jobs mediated via freelance platforms

    I recently registered for VAT (self-employed - services). I understand that - for clients in certain countries (e.g. US, Canada) - I do not need to charge VAT (although I need to verify and record their business address).

    What complicates things is that I sometimes use online freelancing platforms for jobs. In this case, the criteria for whether or not to charge VAT are not clear.

    E.g., suppose the freelancing platform is a company registered in Australia, but the client is based in Europe. Am I supposed to charge VAT in this instance?

    Alternatively, suppose the platform is registered as a company in Europe, but the client is based in the US. Would VAT be applicable in that case?

    P.S. I think Upwork.com might be taking steps to handle VAT automatically, but I haven't been using Upwork recently - and the platform I am using does not seem to be handling it automatically (despite my having provided my VAT number to them).
