    is the pre clearance in Dublin airport deemed a port of entry to the US?

    Yes.

    It has it's own dedicated Port of entry code (DBL).

    The US considers preclearance facilities outside the US to be "preclearance ports of entry". For administrative purposes they treat them like other ports of entry, and general references to "ports of entry" include the preclearance ports.

    If you preclear at Dublin or Shannon your passport will be stamped "DBL" or "SNN", treating this as your port of entry rather than the US airport at which your flight lands.
